RBA is the first question. The Reserve Bank of Australia (RBA) considerably increased (more than quadrupled) its balance sheet last year by purchasing government debt. The following criticisms have been made: (1) This approach causes significant inflation; (2) it amounts to debt monetization. It has also been suggested that the RBA is no longer working as an independent central bank in relation to this criticism. Do you agree with these points of contention? Explain why you think that is or why you don’t think that is. If you were an RBA governor’s counselor, how would you advise him to explain RBA policies and respond to critics?
Question 2: The Federal Reserve will meet on June 16th. The FOMC released new economic projections at its most recent meeting, which can be seen here: https://www.federalreserve.gov/monetarypolicy/file… I Did members of the Committee alter their inflation forecasts, and if so, how? (ii) Did Committee members’ unemployment projections change, and if so, how? (iii) Based on your responses, did you anticipate the FOMC changing its interest rate policy in June? What is the interest rate policy forecast for 2022? Explain. (iv) At the meeting, the FOMC did not make any changes to its interest rate policy. Was this a prudent decision or a policy blunder? Question 3: The European Central Bank and Climate Change The European Central Bank (ECB) has stated that as part of its ongoing policy strategy review, it will consider ways to alter its policies to better contribute to environmental sustainability. One method it can achieve this is by providing green (environmentally friendly) firms preferential treatment over brown (unfriendly to the environment) corporations (less friendly). The European Central Bank, for example, acquires corporate bonds as part of its monetary policy. It is now purchasing bonds in a balanced manner.
I A more “green” approach would be to exclusively buy “green” bonds, penalizing “brown” businesses. If the ECB decides to penalize “brown” firms in this way, it will have massive distributional implications across industries and member states. Some argue that monetary policy has no role in this. Do you agree or disagree? Discuss.
(ii) The ECB might also utilize its asset purchases to give state governments with incentives: The ECB has the power to discriminate against the most polluting countries (on a per capita basis). The ECB is the central bank of 19 member states, some of which pollute significantly more than others (per capita). To provide governments with incentives, the ECB may halt purchases of government debt from, say, the five most polluting countries and instead buy proportionately more government debt from the five least polluting countries. This would undoubtedly provide governments with incentives to implement green policies as soon as possible. However, some argue that monetary policy does not play this function.
